The following can start using the universal service:

• micro-entrepreneurs, i.e. companies that employ less than 10 people and whose annual turnover or annual balance sheet does not exceed two million euros,
• small businesses, i.e. companies with fewer than 50 employees and whose annual turnover or annual balance sheet volume does not exceed 10 million euros,
• self-employed persons with consumption up to 1 GWh per year,
• foundations with consumption up to 1 GWh per year,
• non-profit organizations with consumption up to 1 GWh per year.
