General service


From June 1, 2024, we will offer a general service to small consumers connected to the Elektrilevi OÜ network.

Elektrum Eesti OÜ sells electricity as a general service to small consumers who have a valid network contract with Elektrilevi OÜ, but do not have a contract with an electricity supplier.

The general service is intended for:

  • small consumers who have not signed an electricity contract with any electricity seller
  • small consumers whose electricity contract with the electricity seller has ended and who have not signed a new contract.

Small consumers are home consumers, apartments associations, societies of apartment owners and business consumers with a main fuse of up to 63A. 

The general service is essentially a state-regulated service designed for small consumers to ensure their right to purchase electric energy at a price that is reasonable, justified and compliant with the principle of equal treatment. 

Elektrum Eesti OÜ sells electricity on the basis of the principles set forth in the Electricity Market Act regarding the price of electricity sold as a general service and Nord Pool's weighted average stock exchange price, to which is added a sales margin of 7.77 €/MWh (without VAT) and 9.48 €/MWh (with VAT).

What is general service?

For the use of electricity, the consumer has signed two contracts: an electricity contract with the electricity seller for the purchase of electricity and a network contract with the network operator for the use of network services. If electricity is consumed, but no contract has been concluded with the electricity supplier, then the general service is used. 

Who has the right to use general service?

General service is used by those small electricity consumers who have not signed an electricity contract with any electricity seller or whose electricity contract with the electricity seller has ended and who have not signed a new contract. Small consumers are home consumers, apartments associations, societies of apartment owners and business consumers with a main fuse of up to 63A. 

What is the price of general service?

Elektrum Eesti OÜ sells electricity on the basis of the principles set forth in the Electricity Market Act regarding the price of electricity sold as a general service and Nord Pool's weighted average stock exchange price, to which is added a sales margin of 7.77 €/MWh (without VAT) and 9.48 €/MWh (with VAT).

How can household consumer use the general service?

There is no need to conclude a separate electricity contract for general service provision. 
A small consumer/household consumer whose electricity contract with the electricity seller has ended and who has not signed a new contract is automatically a consumer of the general service. 

Why is general service needed?

The general service is essentially a state-regulated service designed for small consumers to ensure their right to purchase electric energy at a price that is reasonable, justified and compliant with the principle of equal treatment. 

Payment of the general service bill

The payment deadline for the invoice is 15 days after the creation of the invoice. The date on which the entire amount of the invoice has been received in the bank account of Elektrum Eesti OÜ is considered the time of making the payment shown on the invoice. If the payment due date falls on a public holiday or other holiday, the next working day is considered the payment due date. 

Why have I not yet received an invoice?

The consumer must inform Elektrum Eesti OÜ immediately if the invoice for the previous month has not been received by the 15th day of the following month.
Self-service is the fastest way to check whether an electricity bill has been issued or not.

Elektrum Eesti OÜ does not generally issue invoices in the amount of less than 5 euros. We will add the amount to the next month's bill and present the bill as a total only once the sum is greater than 5 euros. 

Can a business organisation use the general service?

Electricity will be sold according to the standard conditions of the interruption to open supply contract to business customers with a main fuse rating above 63A, who consume electricity but who do not have a valid contract. Those standard conditions do not apply to small-scale consumers such as apartment owners' associations, apartment owners' unions, residential customers or business customers whose electrical installation is connected to the low voltage network with a main fuse of up to 63A.

How to pay for the invoice?

You can pay your invoice in a way that is the most convenient for you, whether at our e-service, via an online banking service, e-invoice, at bank or post office. When paying for the invoice, make sure to include the number of the invoice you are paying for. 

There is no reference number needed when paying for your Elektrum Eesti OÜ invoice.

Open supply for business customers

Electricity will be sold according to the standard conditions of the interruption to open supply contract to business customers with a main fuse rating above 63A, who consume electricity but who do not have a valid contract. E-invoices and standing orders - automatic payment of invoices

The most convenient way to pay your invoice is with an e-invoice and a standing order. You can order Elektrum's e-invoice either via the www.arved.ee web environment, your internet bank or in your bank branch. In addition to an e-invoice, you also need to sign a standing order contract with your bank in order for the automatic payment to work.
